Betegnelse for en særlig procedure, som det amerikanske finansministerium benytter ved bortauktionering af statsobligationer (treasury bill/note/bond), hvor investorerne må afgive skriftlige beløbsmæssigt begrænsede tilbud (non-competitive bids), og hvor tilbuddene accepteres og afregnes til gennemsnitsprisen for de afgivne bud.
